Under the amended provisions, individuals and organized syndicates face mandatory imprisonment ranging from 5 to 10 years alongside financial penalties of up to ₹50 lakh for individual offenders and up to ₹10 crore for organized syndicates. Furthermore, service providers and institutions found complicit in facilitating malpractices face severe operational suspensions and asset recovery measures.

To eliminate long-standing procedural delays in legal proceedings, the Bill mandates that all police and law enforcement investigations into paper leak cases must be concluded within a strict 60-day deadline. Additionally, state governments and Union Territory administrations are empowered to designate Session Courts as Special Fast-Track Courts, tasked with conducting day-to-day trials to deliver final verdicts within three months of chargesheet filings.
