Samudra Manthan Scheme –  The Union Cabinet has officially greenlit the ambitious National Offshore Exploration Scheme, titled ‘Samudra Manthan’, backed by a substantial financial outlay of Rs 84,084 crore. Slated for implementation through the 2030-31 fiscal year, this large-scale initiative is designed to aggressively accelerate domestic oil and natural gas exploration across unexplored maritime territories. Inspired by the vision of a modern maritime “churning of the ocean” to unearth hidden resources, the program addresses India’s heavy reliance on overseas energy markets—where the nation imports nearly 88% to 89% of its crude oil requirements and roughly half of its natural gas.

Samudra Manthan Scheme – Core Objectives and High-Value Financial Allocations

The massive capital injection is structured across several key operational pillars to mitigate the high financial risks and technical complexities associated with deepwater exploration. The largest share—amounting to Rs 43,200 crore—is dedicated directly to drilling 60 strategic deepwater and ultra-deepwater exploratory wells, which includes substantial government backing for eligible drilling costs. Furthermore, an allocation of Rs 28,534 crore has been designated for extensive offshore seismic data acquisition, processing, and detailed interpretation. Additional funds are earmarked to build common offshore production hubs and establish localized manufacturing and services zones.

Samudra Manthan Scheme – Reducing Import Vulnerability and Expanding Strategic Reserves

With domestic energy demands climbing steadily, geopolitical uncertainties and supply chain bottlenecks have amplified the urgency for self-reliance. By systematically mapping unchartered sedimentary basins and providing targeted risk-sharing incentives, the government aims to catalyze discoveries capable of adding more than 600 million metric tonnes of oil equivalent (MMTOE) to national reserves. Successfully scaling up indigenous output is projected to trim tens of thousands of crores from annual import bills, leading to major foreign exchange savings.
