MHADA NOC Cancelled Mumbai Builder Fraud: In a significant development in an alleged property fraud case in South Mumbai, the Maharashtra Housing and Area Development Authority (MHADA) has cancelled the No Objection Certificate (NOC) issued for the redevelopment of Madiyar Mansion in Mandvi Division. Simultaneously, the Building Proposal Department of the Brihanmumbai Municipal Corporation (BMC) has issued a Stop-Work Notice, directing that all construction activities at the site be halted with immediate effect. The action comes months after the Paydhuni Police registered an FIR against builder Yusuf Ibrahim Supariwala, Maryam Mahboob Kodia, and Hussain Kodia on allegations of cheating, forgery, and the use of fabricated documents in connection with the redevelopment project.

According to the official order available with Wire Centre, MHADA has withdrawn the NOC granted for the redevelopment project after taking cognizance of the criminal proceedings. The authority has categorically directed that no further permissions, amendments, approvals, or modifications should be granted for the project. The order also instructs that all construction work at the site must cease immediately to avoid any legal or administrative complications until the matter is resolved.

Following MHADA’s decision, the BMC Building Proposal Department issued a Stop-Work Notice, prohibiting further construction at the redevelopment site. However, despite the FIR and subsequent regulatory action, sources indicate that construction up to the Ground+7 level was allegedly carried out, raising serious questions about compliance with regulatory directions and the effectiveness of monitoring mechanisms.

Another significant development in the case involves the Sub-Registrar of Assurances, who reportedly registered eight property-related documents after the FIR had already been lodged. Subsequently, the Sub-Registrar wrote to the concerned police station, stating that these eight registered documents should not be relied upon or used for any legal or administrative purpose, as they are allegedly founded on disputed and forged documents forming part of the ongoing criminal investigation. This communication is expected to play an important role in preventing any further transactions or legal claims based on the disputed documents.

The case originated from a complaint filed on 2 February 2026 by Mohammed Rafiq Usman Pudinawala, who alleged that forged documents and fraudulent representations were used in relation to the redevelopment of the property. Based on the complaint, the Paydhuni Police Station registered an FIR against Yusuf Ibrahim Supariwala (Builder), Maryam Mahboob Kodia, and Hussain Kodia. The accused have been booked under relevant provisions relating to cheating, forgery, and criminal conspiracy. The investigation is currently underway. Legal experts believe MHADA’s cancellation of the NOC and the BMC’s Stop-Work Notice could trigger further scrutiny by other government agencies. Authorities may also examine the approval process, the authenticity of supporting documents, and whether any additional violations occurred during the redevelopment.
